[evlatests] X/C Switching Tests

    Michael ran an experiment last week switching rapidly between X and 
C bands -- about 30 seconds per band.  The goal was to see if the 
attenuators, once set for each band, remained fixed.  Alas, they did not.

    The following antennas showed numerous gain changes of the '1-db' 
variety.  'R' = RCP, 'L' = LCP:

    A)  At C-band:  3R, 15L, 25R, 27R.  5L showed steps much larger than 
1 dB.

    B) At X-band:  3L, 5R&L, 8L, 9L, 15L, 25R and 27R
