[evlatests] P to L-band tardiness explained!

    Ken and I perused the 'parameters database', looking for a logical 
explanation for the wide disparities in time taken to change bands.  The 
answer wasn't hard to find ...

    There is a clear correlation between the time taken for stable data 
to begin, and the L-band focus location distance from the topmost 
position.  The surprise, then, is not in the varying times taken for 
good data to begin, but in the variation in the focus positions! 

    Subreflector move times appear to be close to that expected, with a 
few seconds added on each end for startup and slowdown. 

    All is it should be ...
