Antennas 23 was moved today.  Delays have been set; pointing is not
too bad.  However there seems to still be a DTS problem.

The sampler RMS are unstable in all four IFs at the 5 percent level
over a time scale of a few seconds and this is matched by similar
variations in amplitude.  No fluctuations are seen in the downcoverter
power meters leading me to suspect the DTS system.
