[evlatests] Attenuators Added to Ant 3 & 28 - New T304 Tables Required

When the K and Ka-Band receivers were installed on Ant 3, we forgot to 
put on the canonical 8 dB attenuators on the receiver outputs to ensure 
the UX-Converter doesn't run into compression. The same with the Ka-Band 
on Antenna 28. All 3 receivers got their attenuators today.

Could someone (maybe Walter since Ken is away) update the B/D T304 
attenuator lookup tables to reflect the change in power levels that they 
will be dealing with. Obviously the K-Band on Ant 3 would be the more 
critical one to fix first.

In summary, new T304 attenuator tables for:

    Ant  3 - K-Band
    Ant  3 - Ka-Band
    Ant 28 - Ka-Band
