[evlatests] Antenna 18, IF#2

    Some tests last night show that EVLA antenna 18, in IF#2 (IFs B and 
D) twice had 64 degree phase jumps (same in both B and D).  Each was of 
exactly 10 second duration, frequency was standard C-band, 4835 MHz.
