[evlatests] Ant 13

Ant 13 was was acting up (mildly) over the weekend.  Mike reported we 
started getting (low count) parity errors and optical power looked low. 
  We removed the EDFA this morning and cleaned the IF fiber.  Everything 
looks to be OK now, but we will probably check three of the individual 
channel fibers on maint day.

Since the EFDA was removed, the delays on ant 13 are now going to be off 
significantly.
