[evlatests] L-Band RFI -- again

According to my handy dandy NTIA US Frequency Allocation Chart, 1435 
MHz-1525 MHz is allocated for Mobile Aeronautical Telemetering. Probably 
flight test activity at White Sands.

Where is Mertely when you need him? :-)
