[evlatests] data missing at end of observation

I have noticed that the last scan in an observe file is always  
significantly shorter than the time listed in the observe file.  I  
tend to get about 10s of data in this last scan.  This should  
probably be looked into.

An example of this behavior:

UT time of shortened last scan - January 11, 2008 06:59:08 - 06:59:15
