[evlatests] Last Stress Test for the year

VLA antenna 8 has an F3 module not locking at some frequency settings 
and will be fixed as soon as possible. WO C121971

Antenna 13 P-Band still has the very strong signal at ~ 330 MHz, of 
unknown origin, we are still trying to ascertain what is causing it.
