[evlatests] moved antennas

Four antennas were moved yesterday, ea11, ea16, ea17, ea21, and
another, ea23, today.

All are working at the moment.  Delays are set and pointing is
close enough for an X band poitning run whenever time allows.
There was a baseline run Wednesday night, but I suspect the
weather did not cooperate very well.

The only problem is that the DTS module for ea23 IF C is unhappy.
It exhibits the usual problems of poor response and a 350 ns
delay change compared to the other three IFs.
