[evlatests] Ka-Band Moved from EA28 to EA24

We successfully moved the Ka-Band receiver (S/N 04) that was on Antenna 
28 to Ant 24 this afternoon. It is alive and cold.

The Antenna Mechanics were hoping to align it to the sub-reflector and 
install the turn-buckles before they left for the day (they had already 
installed the Goretex radome yesterday). We'll check on the status 
tomorrow morning and find out if we're good to go.

We also installed our Total Power measurement system on Ant 24 so we can 
carry out efficiency measurements at Ka-Band (plus K & Q). We'll also do 
similar measurements at C-Band once this antenna gets the upgraded 
receiver with the wideband 4-8 GHz OMT (possibly next week or the week 
after).

Ken, if you could update the default Tcal values for Ant 24 as given 
below...
