[evlatests] Mislabeled scan?

It appears the executor goofed somehow.  I see two consecutive observation 
documents that arrive in the wrong order:

IDCAF can work around some of these situations, but once a scan stop-time 
has been set (ie, for the first of these two scans) it will not inturrupt 
that scan until a scan with a later start time is encountered.

Note that something similar appears to have happened a bit earlier too, 
with scans starting at MJD 54572.584528265645 and 54572.5784375 .
