[evlatests] Tuning ranges

With the executor update of april 9, 2008 the lower range of
K band will be increased as described below.  We (Bob Hayward
and I) don't expect much from the receiver below 18 GHz, but
this change will make it easier to explore receiver perfromance
at and just below 18 GHz.
