[evlatests] Delays etc.

This message refers to data from last night. Some (but perhaps
not all) of the ills have already been fixed.

11, 13, 25 were out for focus or rotation mechanical faults.

EA 14 D and 21 C had delay offsets ~20 and 30ns each, all bands.
Barry probably fixed those earlier today.

A few other band/antenna/IF combinations were off by about 10ns
(refant 6)

L: 3C, 26C.

C: 3C. Also IFs AC showed fringes in subsets: VLA-VLA
        and EVLA-EVLA, no fringes from V-E. IF BD were fine.

X: 3C, 27A

K: 24D, 26C

Q: 3C, 24D, 27A.

4 and P were observed but I messed up the file and the delays looked
strange. May or may not be a real problem -
