The limitation lies in the subarray information packet sent
to the CC.  It is defined for five subarrys, and behavior
will be unpredictable if that is exceeded.  It was not made
very self-protecting, because in the old days the Modcomps
did that.

Had the CC been happy telcal wuld likely have croaked.  It
also has an implicit five subarray limit.

Both these limitations can be relaxed if that is deemed
useful.
