[evlatests] reference pointing

i have put in a change to obs2script to allow pointing rasters (e.g., reference 
pointing) to have integration times shorter than 10 sec.

we don't know how well this will work, so somebody needs to test it.

i wouldn't recommend less than 5 sec, since the move+settle will take that long, 
but somebody might want to test 5 vs. 6.67 vs. 10 to see the difference.
