[evlatests] Ant 24 X-band

Something is amiss with the attenuator LUT values for IFs B/D on ant 24 
at X-band.  It was written up for no fringes on IFs B/D and when I 
looked into it, I noticed that we were setting the attenuator values 
extremely high for X-band.  I brought the values down manually and 
started seeing good fringes.  I warned the operators on duty that this 
would continue to happen until the values were corrected.
