[evlatests] P-band attenuators

I have updated attenuators for most of the P-band B/D IFs (including 
brand-new settings for antenna 19).

Since P-band is a strange system compared to the wide-band cassegrain 
bands, I used my imperical "5 dB rule" determined by forcing no change on 
the three IFs (18B, 18D, 17B) that had the best performance -- performance 
nearly on par with VLA performance as determined by Rick.  The 5 dB rule 
states that I should add 5 dB to the values determined by my level setting 
program to its solutions before setting the attenuators.  It is reassuring 
that the IFs with the biggest changes are those with the worst performance 
as reported by Rick.

Changes were made to all P-band IFs except the three listed above.  These 
changes won't occur until the executor is restarted.  Once the executor is 
restarted I think it would be prudent for a Psysstart to be run and 
analysed to make sure all the changes were improvements.  I can easily 
enough back out any changes that are deemed more harmful than good.


I am off to CA for vacation tomorrow through Wednesday AM, and then I'm 
off to CV again.  I'll be in intermittant email contact until Thursday AM.
