[evlatests] P-band

The standard 'EVLA stress test' was run yesterday afternoon. The
system works well in general, but at P-band, there are many poorly
functioning antennas:

    1) 13 and 16 are of course non-fringing (not yet fully equipped).

    2) 25 is not fringing at all, but is equipped, so I think it
should. (Data are properly flagged).

    3) 26B and 26D (IF #2) are not fringing -- and are not flagged.

    4) 21B and 21D are very weak -- sensitivity about a factor of 100
too low!

    5) Antennas 11, 21, 23, 24, and 26 are all far too low --
sensitivities down by a factor of 2 to 100 from where they should be.
(These factor vary by IF -- 23A and 23C are close to nominal).

In general, all EVLA antennas show degraded sensitivity at P-band --
by about a factor of two -- compared to the best VLA antennas. Even the
best performing ones (14, 17, 18, 19) are notably poorer by a factor of
1.5 or so.
