[evlatests] Unreliable setup

We had an incident today where the VLA antennas did not get set up.
Ken had been running a private Executor at P band.  I requested the
operator to start Csysstart.  EVLA antennas came up fine; VLA antennas
were totally screwy.  Investigating, none of the C band setup 
information reached the antennas - the L6s were set to the P band 
values, and the front ends were still selecting P band.  (I didn't 
think to check the FRM, but it was probably wrong as well as the
fringes were present but unenthusiastic when I set the L6 and bandselect
by hand on one antenna.)  Restarting the script to resend setup 
information cured things.
