[evlatests] L352 RTP meters - many are sick after power outage.

I looked at the rtp meters in conjunction with the
latest baseline run, May 28.

13: in lab for rework.

14: May 20th it showed large variations with elevation.

     May 28th that flaw is fixed, but its sign is inverted.

     Its also not very responsive - its variation with daily
     temperature is half that of 18, 26. It was responding
     normally before the 22nd.

18: good.

24: Very noisy - its scrambling the phase on this antenna.
     Please reset or disable.

26: also a bit noisy - sporadically. Also reset/disable.

Upto early morning on the 22rd, things were stable - lets blame
the power outage.
