[evlatests] 4P converters

Antenna 18 did have a 4P converter before, but it is not the same one (or
even the same design). The previous unit had such bad problems with strong
birdies that we chose to remove it from the antenna shortly after it was
installed,  Any setup or calibration information probably should be
discarded and redone now that the new one is installed.
