[evlatests] Antenna 26, LCP, at Cband

I did some investigation into this yesterday. The Card Cage is not 
responding correctly to commands to turn on the bias to all stages of 
the receiver.
Also, the command echo does not make any sense. The card cage and 
receiver worked fine here in the lab.
We suspect an F317 problem and we are going to check out that aspect today.
