[evlatests] Antenna 21 update

Antenna 21 is now working at K-band only.  K-band actually appears to be 
working after I power cycled the racks yesterday.  There seems to be a 
problem with the X-band receiver that the Front End group is going to look 
at early next week.

The L-band receiver and T301 4/P converter were also installed 
today.  L-Band is cooling and both are waiting for cables to connect the 
receivers to the LO/IF rack.  They will be installed early next week as 
well. Hopefully by the end of next week Antenna 21 will have P,L,X and K bands.
