[evlatests] C-band sweep

I did a quick C-band sweep from 4 to 5.5 GHz in 0.25 MHz steps
in spectral line mode, 12.5MHz BW, 16 channels.  The attached
plot shows the rms in non-calibrated units as a function of
frequency.  The 4.0 GHz LL value is off-scale at 22.  This in-
cludes all EVLA antennas with functioning C-band.

Next I intend to explore the region beyond 5.5 GHz.
