[evlatests] Minor Typo

Jim noted a typo in the phase stability report.  For the record, here 
are the actual setting used:

The L6s were the same throughout:  3640 and 3560. 

In Test A, the A Fluke alternated between 121.975 and 101.975, the D 
Fluke between 221.774 and 241.775. 
       Result:  No phase changes at all when returning to either 
frequency, in either IF pair. 

In Test B, the A Fluke alternated between 121.975 and 106.975, the D 
Fluke between 221.775 and 226.775. 
       Result:  Many 180 degree phase changes when returning to 
frequency.  No pattern or regularity could be seen in when a 180 degree 
jump occurred (other than it never occurred in the middle of a scan).  
IF1 and IF 2 both jumped, but there was no synchronism between them -- 
their behavior was independent.
