Found and fixed an additional bug keeping setup messages from getting to
Idcaf.  Still problems there though.

When things were still pretty disorganized, Idcaf sent a data buffer to
datamgr which caused it to segfault.

Later, after datmgr was restarted, Idcaf kept saying "data sent to net"
but it was not written to the archive.  Not quite sure what was happening
there.

Sometimes takes a very long time (several minutes) after a correlator
reconfiguration before data starts flowing again.

Ken found and fixed the problem with returning control to the Modcomps.

In sum, the Modcomp free system remains very fragile.
