[evlatests] C-Band Modcomp-free flagging

    A simpler situation here, as there was no large wrap. 

    Two 'global issues', first:

    1)  The last 9 seconds of data from the VLA antenna was flagged as 
bad -- but isn't.
    2) There are three unflagged wayward records (< 2 seconds) of data 
at the beginning of the scan.  The timestamps show these 'belong' to the 
previous scan.  After these 3 records, there is a 20-second gap, (during 
which the band change occured), followed by good, unflagged, data. 

    Specific Issues:

    EVLA antennas 14, 18, 19, and 21 are quite dead.  EVLA antenna 13, 
IFs B and D is weak/dead. 

    Antennas 19 and 21 have no receivers, and have been properly flagged.

    Antennas 14 and 18 were not flagged. 

    Antenna 13, IF 2 (IFs B and D) were not flagged, but should have been. 

  It is very curious to me that all those antenna improperly flagged 
during AL693 are now properly unflagged.  Did Walter make a change this 
morning?
