[evlatests] P-Band situation

Antennas 11, 13, and 16 will NOT fringe at P-band because they do not 
have T302s that allow switching to P-band.  Ant 14 has an old T301 with 
large 1024 MHz spurs from the LO.  All other (EVLA) antennas should be 
working at P-band.
