[evlatests] Recent flagging problems

Last week at Wed, 18 Jul 2007 15:24:54 MDT Rich Moeser reported that the
new alert server was started. His changes assigned the real antenna name
to all alerts coming from the CMP with a DCS number origin. My initial
thoughts were that this would not affect idcaf and initial peeks at data
did not show any problems. There are some subtleties in the logic that I
missed and for some(maybe many) scan changes the VLA antennas did not have
off-source or focus-rotation flags properly applied (Thanks to Brigette
for showing me a clear example of this). Today at 16:49 MDT I put in a
fix that appears to be doing the right thing. Data taken in the period
between the alert server change and the idcaf fix is subject to
underflagging, especially at source change time. Only VLA antennas are
affected. The flagging of well behaved EVLA antennas can be used as a
rough guide to determine when the missing VLA flags should be applied.
