Today I fixed an idcaf bug that always (or at least usually) mislabels the 
day number of records generated at IAT midnight.  It was a rounding error 
causing the day number to be too small by 1.  This will trigger a "time 
out of order" error if encountered.

filling with a timerang set might filter out errant points at IAT 
midnight, but since this is an uncommon problem FILLM might not know to 
expect this.
