[evlatests] collimation improvements

A pointing run was done last Thursday to provide to provide
collimations for some of the recently installed receivers.
In addition the changes long seen in ea14 have been accepted
as real and applied to the data base.

Changes were made to:
ea14  C, K, Q
ea17  C, Q
ea23  C, K, Q
ea24  K, Q

No collimation changes were made for 14, 18 and 26 at Q band
but they provided only a few good pointing solutions and may
have other problems.

My statement this morning that Q band collimations were not
bad is more true now than it was then.
