[evlatests] L350 (LO reference generator) phase jumps.

Summary:

Test:
Dec 28, 29:  L350 (mib 0-7d) serving as array reference.
              A second L350 (0-df) used to monitor phase of unit 7d.
	
Result:
	Phase jumps of ~10deg seen on monitor phase.
	Phase jumps of ~10*(F_sky/512MHz) seen on EVLA.

Conclusion:  L350 7d has hiccups.


Test:
Jan 5 on:    L350 df used as array reference.
              L350 7d fixed (how exactly?) and used as monitor.

Result:
	Phase jumps of ~2deg seen on monitor phase.
	Phase jumps of ~2*(F_sky/512MHz) seen on EVLA data.

Conclusion: L350 df ALSO has (small) hiccups.
             L350 7d appears clean.


Proposal: We are certain that the L350 jumps are responsible
for one flavor of EVLA phase jump. Bring back the spare unit
and do the phase comparator test on the bench. Swap a good
L350 into the field after the problem has been found and fixed.
