[evlatests] Reference Pointing -- Alive!

    Following yesterday's discovery on the failure of referenced 
pointing for single-digit antennas, Ken installed a fix.  This was 
tested this morning, at both K and Q bands. 

    Result:  The procedure works perfectly -- for files constructed with 
stop times.    The improvement is spectacular for Q-band -- with 
arcminute pointing errors, Q-band observations on a sunny morning, such 
as today's, are completely futile without referencing.  A have some 
pretty plots to show this.
