[evlatests] integration times

The tests I performed last week show that 3s integrations are too  
short for bandwidth codes 5, 6, 8, and 9 when running in observing  
mode 4.  These correspond to bandwidths 1.56, 0.78, 0.195, and 0.195  
MHz.
