[evlatests] K Band flagging oddities

    There are some puzzling oddities about K-band, from yesterday's test 
-- all in the flagging. 

    Antenna 4, all IFs gave no fringes for the first 2.5 minutes of the 
scan, but were not flagged.  Following this, fringes appeared, but of 
very poor stability. 
    Antenna 21, IFs A and B (RCP) gave no fringes, and were not flagged. 

    Antenna 14, IF 'B', and antenna 16, IF 'B' (only!) gave no fringes, 
but were not flagged.

    Antenna 18, IF 'D' (only!) gave no fringes, and was not flagged. 

    Otherwise, all other antennas/IFs worked quite well (considering the 
mid-afternoon weather).
