[evlatests] C-band test: subarrays and Doppler tracking

This morning, in preparation for the special C-band proposals, I
did a test using two subarrays: one consisting of EVLA antennas
observing the OH lines at 6 GHz, and the other consisting of VLA
antennas observing in the traditional C-band frequency range.
Also, since there were no EVLA - VLA baselines, I specified
Doppler tracking.

The test was succesful: in the EVLA subarray, the sky frequencies
were as expected, and the OH lines were detected.
