[evlatests] EA21 passed acceptance

Dear EVLA Enthusiast

EA 21 has passed the Electronics Acceptance test at L, X, and K-bands.

IF-A on X-band is weak but might be OK see attached JPG for a Plot of 
the Bandpass shape.

P band is still sad with no switched power
