[evlatests] Antenna 21

We just replaced the L302-1 synthesizer in Antenna 21. Hopefully it will 
take care of the AC problem.

I also noticed we could no longer get switched power from P-band. It was 
working fine a few days ago. We'll look at it on Monday.
