[evlatests] T-Data for EVLA Antenna 16

Here are the Tcal & Scal values associated with the Default VLA 
frequencies for the receivers installed on Antenna 16.

My records show that we've sent cal data to Ops for each receiver but I 
would recommend that Modcomp values be checked to see if the are up-to-date.
