[evlatests] interband collimations

A few minutes of Rick's time on Sunday was used to measure
pointing at all bands to deduce collimations relative to
X band.  Conditions could have been better because it was
a little windy and the observations was of 3C84 shortly
after transit, but usable data was obtained to begin to
get this in order.  Further observations are needed,
especially for Q band where the changes were large.

Significant changes were made at Q and K bands and both
these bands should now be well pointed for all three antennas
if referenced pointing is used.  In addition antenna 13 was
off at C band by almost two arc minutes.

Changes were made to the parameters database and another
observation should be made soon to fine tune the collimations.
