[evlatests] New script directory

I made a new directory on mchost today:

/home/mchost/evla/scripts/test

In this directory I intend to place EVLA jython test files that can't be 
derived from obs2script.  Unless someone has a better idea I think it 
would be best to standardize on using this area for this purpose.  I 
goofed already with an under-specific filename and it is too late to fix 
for this file.  Perhaps a filename such as YYYYMMDD.HHMM.py (UT times of 
course) should be used for subsequent files in this directory.
