[evlatests] moved antennas

The antennas were moved on Monday: 14 to AN2 and 16 to AE3.  The
hardware people set things up and made sure the antennas were
synced.  They both worked upon being pointed but with very large
delay errors.  Delays were grossly set and a six arc-min change in 
Az offset in 14 (it changed arms) accounted for.  The operator
was able to fine tune delays at L, C and X bands.  The deduced
changes were blindly applied to K and Q band as well.

A pointing run was attempted but proved useless because the EVLA
antennas stopped pointing after antenna 13 was added to the array.
>From inspection of the logs, it appears that waitModcomp() always 
timed out after addantenna() was used to add 13 to the array.  Only
three valid pointing measurements were made before this happened
so not much was gained.  We should try a pointing run again when
we have a spare two hours or so.
