[evlatests] K and Q Band oddities

    There is little to report under the 'oddity' category at these bands:

    K-Band. 

    The bi-stable state noted in 14A at X-band is seen in the same IF
at K-band.  
    Gain changes associated with large (smoothed) Tsys changes
accompanying band changes are seen in both 14 and 16. 
    All else looks good.

    Q-Band.

    There is *** NO RECORDED TSYS!***  The numbers are
flat-lined at a value near 5.5K  (we wish this was true!) for both
14 and 16. 
    Antenna 14A probably shows the same bistable state noted above. 
(Harded to tell at this level, where standards of normal behavior are
definitely lower). 
    Antenna 16 shows largish gain variations, but this undoubtedly
is due to it being severely mispointed.
