[evlatests] Antenna 26 racks

We tried to install racks into ant 26 today and had some problems.  The 
winch motor sounded like it was straining hard to lift the 350 lb racks. 
  After the first rack was successfully lifted, we let the motor cool 
for awhile.  When the second rack was about 2/3 up, the motor completely 
died.  We let it cool for an hour and it still did not work.  (The 
breaker was fine.)

Since the rack was stuck hanging in mid-air, we asked for help from the 
mechanics.  Carl and Phillip got the crane and man-lift and helped us 
secure the rack, disconnect the winch cable, and lower the rack back to 
the ground with the crane.  We will need to repair the winch motor on 
Monday before we can continue with the rack installation.

I want to thank Carl and Phillip very much for their help today!  We 
would have been in a bad situation without these guys help.
