I started looking at the LSC converter for any problems and if the 
information I was given that the LO being used for the LSC converter at 
L-Band is correct 12.160 GHz then the problem is quite clear. This LO is 
  too close to the pass band. The LSC converter does not reduce the LO 
at all. The LO should be filtered by the 8-12 GHz filter and at 12.160 
GHz it is not down any significant amount. The LO will saturate the 
frontend of the base band converter and is probably generating all kinds 
of harmonics and images.
