[evlatests] antenna 24 on CW7

Antenna 24 is now on CW7 and seems to work.  An initial attempt
has been made at setting delays.

IF C, especially, but D sometimes seemed to have a very funny
bandpass.  It just about has to be the DTS module or the VLA
sampler.  When it was happening the TP and SD at the T5 were
normal and unchanging.  I made little effort to track it down,
but will do so tomorrow if it is still happening then.
