[evlatests] Antenna Moves, 24, 26 and 23

    This is to inform everyone that antenna 24 will move to CW7 tomorrow 
morning.  The leak repairs are done, the ACU/E-stop and vertex room HVAC 
works and the electronics all appear to function as expected; Rob just 
reported that they got fringes at X-band.  Antenna 23 will move into the 
AAB on Thursday.
