[evlatests] Use of Subband 6 in D351 FIR

To get the lower part of X band, we have switched from subband 2 to 
subband 6 in the polyphase FIR in the D351.  (If you have no idea what
that burst of jargon means, you won't be interested in what follows, 
anyway.)  My previously disseminated table of how to get to various 
frequencies must change correspondingly. Setups for the standard bands 
are as follows:
