[evlatests] T304 MIB's Watchdog enabled

Last Monday I suggested that we implement whatever workarounds we can in 
16 so that it can continue to move down the path towards return to 
operations. There are still many other things to be tested before 
science operations are possible. The T304 problem can continue to be 
investigated on 14 and on 13 when it returns to life.
